Cook chicken: Heat oil in a pan. Pat chicken dry, and cook until browned, 2-4 minutes per side. Remove from pan.

Make sauce: Heat oil in the same pan. Cook scallion whites, garlic, and ginger for 1-2 minutes. Add soy sauce, sugar, vinegar, and cornstarch mixture. Simmer until thickened, about 2 minutes.
